The International Parking & Mobility Institute (IPMI) has announced two recipients of its 2019 Lifetime Achievement Award: Barbara Chance, PhD, president and CEO, CHANCE Management Advisors, Inc.; and Brian Scoggins, CAPP, director of consulting services, SP+. The award honors individuals for career-long service and leadership in the parking and mobility industry and was presented at the 2019 IPMI Conference & Expo in Anaheim, Calif. in June.
Chance: Former Professor Now Teaches Cities and Universities How to Improve Parking, Transportation, and Mobility
Barbara Chance, PhD, is a visionary and leading light in the parking profession. She began her career as a professor at the University of Texas at Austin, teaching in the Council for Advanced Transportation Studies. Her work in planning led to a position as City Planning Commissioner for the City of Austin and an appointment on its Citizens Environmental Board. Moving to Philadelphia to work in city government, Chance later was appointed as Philadelphia’s first Director of On-Street Parking, consolidating functions from 13 departments into a new bureau within the Philadelphia Parking Authority, with divisions for enforcement, booting, towing, meters, security, regulations, and other related areas. Philadelphia was among the first U.S. cities to form a single responsibility center for parking.
Active from the earliest days of IPMI and its predecessor associations, Chance has served on its Board of Directors and multiple committees. She taught the parking management component of the CAPP program during its initial 20 years and was among the first to grasp the significance of IPMI’s Parking Matters program, helping to advance its efforts to improve perceptions of parking management as a profession. As CEO of CHANCE Management Advisors, Inc., she has shared her expertise in cities throughout the world.
Scoggins: Using Decades of On-Street Parking Expertise to Benefit the Entire Industry
Brian Scoggins, CAPP, has worked for more than 40 years in the parking industry, the last 17 for SP+ in Maryville, Tenn. As Director of Consulting Services for SP+, he is responsible for business development, policies, municipal codes and ordinance development, technology, auditing, training, recommending best industry practices, and general consulting of all municipal parking operations. The early years of his career were spent in the City of Orlando, where he has managed every aspect of municipal parking operations, including enforcement, parking meter management, ticket processing, garage operations, and event parking.
A well-known expert in on-street operations, Scoggins is an active member of 10 state and regional associations and has served on Florida Parking & Transportation Association’s board of directors for 25 years. He has been active in IPMI for three decades, devoting considerable time and energy to numerous committees. Earning his CAPP credential in 2005, he currently serves as chair of the CAPP Board.
