OK, did this driver pay the appropriate fee:
Its in Lebanon, the city of Nabatieh, which has a population of about 120,000. A number of questions come to mind including the cost for a citation if the donkey overstays the time limit, does the donkey have a license plate, who cleans up after the donkey, and of course, what if the donkey walks from one space to the next (it is a two headed meter, after all.)
Parking is not free, even for beasts of burden.
