There is sanity breaking out in Niagara Falls, NY. The city planning commission is actually rewriting the parking requirement out of their planning docs. Read about it here.
There’s a catch, however – they are keeping the requirement for 1.5 spaces per room for hotels and motels. Now lets see — what is the situation where a hotel is going to have more drivers than rooms? Since some people come by plane or train or bus, imagine a situation where you would need more than what, 75%, ok 90% in Buffalo but 150%. Give me a break.

Well… I bet they have lots of bus tours. And what about conventions that draw in crowds of people who aren’t neccessarily staying at the hotel? But I see what you mean, 150% seems high.
