The Toronto Sun got a little more into detail than the story I quoted in the previous post – read it here The deal is that the city bureaucrats said that the law is too complicated for the average citizens to understand. To wit:
The secret parking rules meant to guide staff on how to cancel tickets were drawn up in 1994, but have been kept confidential in part because of a reference to a number of codes the public was unlikely to understand. “We have to separate this issue about the codes and how they process the codes as opposed to what the rules are,” Councillor Mike Del Grande said.
That’s sort of like “we have to pass it so we can read it,” to quote Nancy Pelosi.
If the codes are so complex that the average citizen can’t understand them, how in the hell does the government expect people to be able to follow the rules. This makes no sense, but then, when the government is involved, what does? I know that these are Canadians, but I thought they had more sense than the nincompoops in Washington, statehouses or city halls in the States.
