It seems that entrepreneurs in the motor city are selling parking in spaces that aren’t legal. And the parkers are getting tickets for their trouble.
In Detroit legitimate parking facilities must be registered with the city (probably to ensure taxes are collected) and the attendants must have ID pinned to their shirts. Not really difficult to deal with.
Some of these drivers were told that if they paid a fee, the entrepreneur would put a used parking tickets on their windshield so they wouldn’t get a new one. SIGH.
I’m not sure, but parking scams may be the third oldest profession, behind prostitution and politics.
