Britain up in arms, Japan happy with parking wardens

It seems that Tokyo has hired a commercial company to issue parking tickets and the number of tickets issued is up 50%. However everyone seems pleased. 

The problem in Tokyo is that people park on the major roads during rush hour blocking traffic.  The new focus on citations has reduced the back up during rush hour from, get this, 14 miles to 10. and the time to  drive 3 miles from 20 minutes to 18 minutes 22 seconds. HUH

These folks know what traffic is all about. I guess every second counts.
