I was talking to a consultant/auditor the other day and he told me that the first thing they do in an audit is send in a "mystery parker." This person claims to have a lost ticket, pays the full daily rate, and then leaves.
The idea is that the audit should turn up the lost ticket report for that day. He says that no only has he never seen the lost ticket report, in hundreds of audits, he doesn’t see it when the operator knows he is coming and knows he does the "mystery parker" trick.
