The merchants are grabbing the pitchforks and torches. The City Council folded. Parking Meters are returning to a section of Bellingham, Washington. Read about it here.
The merchants complained that since new "Pay Stations" — were installed in place of meters, their business was down 25%. WOW.
The city is keeping the P and D (or space) in the city garage. What went wrong here.
Could it be:
Not enough up front publicity for the new machines?
The Merchants are simply wrong as to the reason for the down turn.
Was there a rate increase at the same time?
All of the above — none of the above?
