As you are doubtlessly aware, even in the face of severe lobbying by the Mayor, the LA city council rolled over to merchant pressure and has shelved the plan to lease off street parking locations. One of my correspondents here on the blog came up with an idea:
Why not offer the garages for sale on a one off basis? That way if the business owners in one area (say Hollywood and Highland) want to band together, buy and operate the garage, they can charge whatever they want. If they want to charge market rate, great. If they want to let the garages be free, fine. It would up to them to decide.
How’s that for sensible? Let the local merchants decide what to do and then pay for the result. My guess is that if they are forced to deal with the money side, their attitudes toward “free” parking might change substantially. Could easily be made so – form a small parking district, and buy the garage, pay the expenses through assessments.
The chances of this happening – zero, zip, slim to none.
