What is my motivation to park off street and make room for more parkers on street? Soo, what do the parking rates force parkers in Syracuse to do? Simple — I will cruise around until I find a parking space on street, thus causing congestion. Rather than pay much more for my two hours off street ($1.50 on street vs $4 off street).
