First of all, they understand that if you have free parking, its the employees that will park there, not the customers. Second they note that the low parking fee causes cruising. Third they realize that if they want to park, they should pay for it and Fourth — the area needs cleaning up — My only addition to it would be to mention that parking fees should go to cleaning up this part of downtown.
